Effects of Science and Technology: With Discussions on Sci-tech Agents' Responsibility

针对科技的双刃性社会效用,首先分析了科学和技术的概念,然后探讨了科技活动的性质,指出了为克服科技的负面效用应采取的有效途径——健全科技成果应用的评价制度,加强科技立法,提高科技主体的责任,使科技能真正造福于人类。

This paper, based on the two-side social effects of science and technology,analyzes the concepts of science and technology first, and then investigates the nature of scientific and technological activities. Some proposals have been presented to overcome the negative effects of science and technology which involve evaluation system, laws and ethical responsibility.
