城市经营中制度创新的思考

当前以政府为主体,以经济为目标的城市经营模式存在多种弊端。改革这种模式,制度创新将扮演十分重要的作用。本文从“建立区域管治”、“转变政府职能”、“行政区划调整”以及“鼓励技术创新”四个方面对当前城市经营中的制度创新措施进行了探讨。

There are many disadvantages of thecurrent mode of city management, and themechanism renewal is believed to be a validmeans that changes the current situation. In thisarticle, the author explores the new mechanism,and gives some advices to the innovation of citymanagement, including the establishment of re-gional governance, transformation of govern-ment economic function, adjustment of admin-istrative area, and encouragement of techniquecreation.
