In 2003,the global economy is less than sat- isfactory;terrorist activities took on some new characteristics;wars and crisis exerted profound impact on the world;regional economic integra- tion continued.All the above factors interacted with one another,thus shaping the world situ- ation.Against such background,the U.S.dog- gedly pursued the neo-imperialist ideology and accelerated its efforts for monopole hegemony.Af- fected by such a U.S.strategy,the major powers of the world,with the U.S.,Islamic world,the EU and China in particular,interacted in a way never seen before.This may help the development of muhipolarity.While monopolarity and multipo- larity developed hand in hand,the new world or- der is in formation.
