Stratgie Viewpoint on the Establishment of East Asian Security Community

今后10年,东亚国家应以东盟地区论坛为框架,从共同安全的高度出发,提出"可持续安全"的理念和战略。在坚持尊重地区多样性、国际关系民主化、和平解决国际争端、地区安全与国家生存安全相一致等原则的基础上,建立解决突发事件管理、边界及海洋权益争端、非战斗军事救援、裁军及军控、打击跨国犯罪协调合作、能源安全合作等机制。加强东盟地区论坛的功能建设,适时举行东盟地区论坛非正式首脑会议,强化相互信任措施机制,努力推动朝核等问题的解决,促进东亚地区安全与合作的持续发展,为本地区各国的睦邻友好、多边合作营造良好的国际环境。

In the mext decade,the East Asian countries should formulate an idea and strategy of'Sustain- able Security'in the light of ARF framework and from the standpoint of mutual security.On the ba- sis of such principles as respect for regional diver- sity,democratization of international relalions, peaceful solution on international disputes,the consistency of regional security and national sur- vival security,countries in the East Asia region should establish no other mechanism than crisis management and solution,mediation for border disputes and disputes over the right to sea,milit- ary aid for non-combat purposes,arms reduction and disarmament,cooperation and coordination for combating transnational crimes,and coopera- tion for energy security.To strengthen the con- struction of ARF function,hold timely informal summit of ARF,strengthen the means and mecha- nism of mutual trust,push hard the nuclear crisis of North Korea towads a peaceful solution,and promote a sustainable development of security and cooperation in the East Asia region,so as to cre- ate a better international environment for multi- lateral cooperation and good neighborhood in the region.(-)
