An Investigation into the Community Health Service in Huang Ling County

本文是对陕西省黄陵县农村社区卫生服务的调研报告。该报告提出,在资源紧约束条件下的农民健康保障与农村卫生服务体系改革应以乡卫生院体系改革为突破口,建立以健康为中心、社区为范围、社区卫生服务站为载体,融预防、保健、康复、医疗、健康教育和计划生育为一体的社区卫生服务体系。报告还以数据和事实证明农民健康保障需要公共支持,这是形成可持续发展的农村卫生服务机制的制度化基础。

This is a report of our investigation in Huang Ling County. The health service reform there shows that it is a good idea to build a community health service system that merges prevention, health care, recovery, medical treatment, health education and birth control into an organic whole. Such a system is feasible where resources are relatively scarce. Public support is crucial for the sustainable development of such a system.
