本文通过介绍建筑企业的特点及管理体系的本质,说明建筑企业建立和实施质量、环 境、职业健康安全一体化管理体系的迫切性、必要性和重要性。同时给出了建立一体化 管理体系的大纲,提出了为达到建立一体化管理体系的目的——有效提高企业综合绩 效,必须把“全面改进管理”理论有效运用在一体化管理体系实施全过程中。

The feature of the construction corporation and the essence of management systems are introduced in this paper, in order to show that it is more important and essential to build and implement the integrated of quality, environment and occupation health and safety management systems. At one time , the outline of IMS is introduced ,and in order to gain the aims of IMS, to improve the business integrated performance effectively, the 'Total improvement management' methodology must be excised in the total process of IMS.
