试论我国小城镇土地流转机制的构建

On Land Allocation for Small Town Development in Chinane?

构建小城镇土地流转机制是协调我国小城镇发展与用地矛盾的重要手段,也是保证我国小城镇健康发展的客观要求。本文深入分析了当前小城镇土地配置的缺陷及其对小城镇发展产生的各种不良后果,并针对小城镇的用地特征,提出了构建融国有土地和集体土地为一体的小城镇土地流转机制的思路。

Land allocation plays an important role in small town development. In this paper, on the basis of analyzing faults of present land allocation mechanism and corresponding results, and according to characters of land use in small town, the new land allocation mechanism including both State-owned land and collective land was put forward.
