以江泽民同志为核心的第三代领导集体,在世纪之交提出了"依法治国"与"以德治国"相结合的治国方略。德治与法治在中国都有着深厚的文化积淀,德治与法治并举,是对中国传统的政治文化的扬弃,是对马列主义、毛泽东思想、邓小平理论关于治国理论的继承与发展,对我们正在进行的社会主义现代化建设有着重要的现实意义,并将产生深远影响。

The third generation leader collectivity whose nucleus is Comrade Jiang Zemin put forward the scheme of managing the country according to the law & according to morals together. These two methods have deep cultural accumulating in China. Paying equal attention to the two schemes means inheriting and abandoning to Chinese traditional culture. It also means inheriting and developing the Marxism, the Thoughts of Mao Zedong, and the Theory of Deng Xiaoping. It has the important practical significance, what's more, it will have deep affects to our socialist modernizations constructions.
