摘要
政府职能的巨大变化,对政府的行政决策及其机制变革提出了更高的要求;影响中国行政决策科学化、民主化的主要问题是决策机制问题;按照党的十六大要求,改革和完善行政决策机制,推进行政决策的科学化、民主化,应建立和完善社情民意反映机制,增强行政决策活动的透明度;健全和完善专家咨询制度,建设一支有独立思考精神的智囊队伍;建立和健全决策议事规则和协调机制,保证行政决策程序的规范性和有效性;实行行政决策责任制,加强对行政决策的法律监督。
The change of the governmental function calls for changing the policy making and its mechanism.The main problem affecting the scientific ation and democratization of policy making is its mechanism.According to the requirement of the sixteenth National Congress of Chinese Communist Party,in order to reform and perfect policy making,we should establish and perfect the reflecting mechanism of people′s demand and strenghten the transparency of policy making,perfect expert consultation system and construct a brainpower group,establish rule of discussion and mechanism of coordination to ensure its standardization and effective,practise responsibility system and strengthen supervision.
