文化学视角下的文化是指有文字以来人类所创造的一切社会成果;文明指文化发展中的科学、进步的方面,代表先进文化的前进方向;生育文化和其他文化一样,具有历史继承性,其内容既有对以往生育文化成果的积累,又随着社会、政治、经济等条件的改变而不断发展创新。科学、进步的生育文化构成了"生育文明";有中国特色的社会主义生育文明的核心内容是计划生育;社会主义生育文明的建构是时代发展提出的要求,有利于引导我国生育文化朝着健康、进步的文明的方向发展。

Culture, from the perspective of sociology, can be divided into advanced culture and less advanced culture. Civilization, related to scientific and progressive factors in the culture development, represents the orientation of the development of advanced culture. Socialist Birth Culture (SBC), as one of the parts which are composed of culture, is the embodiment of culture in the birth field. Like other kind of cultures, Birth Culture has its own characteristic of historical inheritance. Scientific and advanced Birth Culture forms Birth Civilization, while Family Planning is essential in the 'Birth Civilization' with Chinese Characteristic.So, to build up frame of Socialist Birth Civilization needs the requirement of the time, and then it helps to guide China′s Birth Culture to develop in a healthy and positive way.
