Studies of the Measures of Reducing Disasters in Early Mingguo (1912-1927)

民国前期,湖南仓储残败,森林减少,水利废驰,减灾防灾系统遭毁灭性破坏,自然灾害对湖南社会的伤害大大加剧。

During the early period of the Minguo (1912-1927).the system of reducing natural disasters and taking precautious against them had almost been paralyzed as a consequence of empty storehouse、 ruined forests and neglected water conservancy. So the destructive power of the disaster to society was increased greatly.
