摘要
在回归以后的香港行政改革与行政发展中 ,公务员制度的改革与发展居于重要地位。香港公务员制度改革 ,是香港行政文化转型的必然要求 ,是提高政府能力与管制绩效的重要举措 ,是减轻政府财政压力的现实考虑 ,包括入职与调职、薪酬与福利、行为及纪律处分、表现管理、培训与发展等方面的改革 ,表现出对传统文官制度的变革和当代西方国家的管理主义改革浪潮的回应的特征 ,对我国内地公务员制度改革具有借鉴意义。
The civil Service reform is great importance in the administrative reform and administrative development in Hong Kong after its retum to China.The civil service system reform in Hong kong,which is propelled by the transitions of Hong Kong's administrative culture, is the vital measure to enhance the governmental capacities and regulation performance and to reduce the financial pressures of the government. It includes reforms as reference to the appintment and transposition,salary and welfare,performance and penalty,performance management,training and development.Hong Kong's civil service reform reflects on the one hand the change of the traditional civil service system and the responsiveness to the managerialism reforms in contemporary western countries.
