我国快递及其物流能否健康地发展，总体上取决于两个方面：一个是政策；一个是企业自身。从政策面看就是政府是否鼓励快递业的发展问题。政府要鼓励快递业的健康发展，要做的第一件事就是明确或建立一个独立于(快递业)所有市场主体的行业监管机构；第二件事就是清除现行体制、法律、法规。
