文章在介绍当今国际科技发展的特点与趋势及我国高校科技发展基本情况的基础上,分析了存在的主要问题,并对我国高校科技发展的主要任务、指导思想和战略目标进行了探讨,最后提出了若干重点工作建议。

Based on the introduction of the characteristic and trend of the Development of Science and Technology in the world and the situation of the development of Science and Technology of Chinese Universities and Colleges, the major problems are analyzed, in addition to the discussion of the missions, guiding principle and strategy objectives, some suggestions of the development of Science and Technology of Chinese Universities and Colleges are put forward. 
