恐怖组织犯罪与黑恶势力犯罪都是危害严重的有组织犯罪,两者在组织特征、行为手段等方面非常接近,因此,在司法实践中认定具体行为时极易混淆该两类犯罪。因此,有必要以犯罪构成特征为基础对两类犯罪进行比较分析。
