领导干部为人民掌好权用好权 ,是党的性质和宗旨的集中体现 ,是开展党风廉政建设和反腐败斗争的必然要求。在改革开放和发展社会主义市场经济的新时期 ,领导干部必须牢固树立正确的权力观 ,必须正确对待和运用手中的权力 ,必须加强学习 ,提高思想境界和道德修养 。

It is the centralized embodiment about character and principal aim of the Party that the leaders and staffs use the power well for the people, and also an inevitable request for breeding honesty in performing one's official duties and anti-corruption struggle. During the new period of reformation and opening and developing market economy, the leaders and staffs must set up correct standpoint of power, must treat it and make use of the power correctly. On the other hand, the leaders must study hard, raise their ideology level and moral quality, and accept supervision of the Party and the people.
