It is under the specific international background that the United States started the war against Iraq . The arrival of the revolutionary era of fledgling industry and U.S.'s industrialization of high technology reinforced its position of strength on economy and military as a superpower. It is a necessary step for U.S. to resort to force to Iraq in order to attain the strategic goal of constructing the empire, and send out the American democratic system with arms, while fighting for petroleum is considered as a secondary purpose as far as Iraq is concerned. The U.S.-led war against Iraq will seriously undermine the U.N. position and may further take the form of a struggle between the axis of the continent and the axis of ocean in Europe in U.N..
