在"知识经济"进一步促进经济国际化、全球化,特别是我国加入WTO之后,面对当前世界经济下滑,世界贸易减缓的严峻形势,实施科技兴贸战略,发展开放型经济,既是实现我国外贸长期稳定增长,使我国由贸易大国成为贸易强国的根本出路,又是实施科教兴国基本国策的生命线,更是作为资源密集型老工业基地和粗放型农业大省的黑龙江经济区域,面对良好的机遇和严峻的挑战,摆脱困境,实现经济振兴的当务之急。

In knowledgebased economy, especially in the severe situtions after the entry of WTO——globally economic decline and trade reduction, implementing the strategy of booming trade by science and technology and developing outlookward economy come to a critical outlet in achieving a constant and stable increase of foreign trade and transforming our country from a major economy to economic giant, and a lifeblood to accomplish the basic policy of state 'rejuvenating our nation by science and education,' and a priority to extricate from predicaments in favorable opportunities and grim situations, further propel economy for our province an old resourceintensive industrial base and big extensive agricultural province.
