Noting its feature as programmatic methodology and analytic instrument, we must persist that it is a basic value, and make the former interact with the latter coherently, so as to form a legitimate conception of applied ethics. We must make the role of applied ethics as a programmatic methodology or an analytic instrument, treating it as a common basic value, and on the basis of which, we form a legitimate common basic value.
