在21世纪初国内外经济发展背景下,中国西部大开发过程中实施产业开发、制度创新与体制转换、经济发展战略以及政策重点转换应有具体举措。
At the beginning of the 21st century,under the background of domestic and international economic development,we should have concrete acts on enterprise development,system innovation and system conversion,strategy of economy development and conversion of policy stress during the process of development in Chinese western regions.
