民营企业进行旅游景区开发的现状分析及发展趋势 被引量:7

摘要 旅游业作为我国最早对外开放的产业之一,以其进入门槛低、开放度高等特点,成为民营企业较早进入的领域之一。近年来,随着旅游业的快速发展,民营企业又将目光投向投资额度大、利润率较高的景区、景点,进而引发私人资本竞相进入风景名胜区旅游资源开发的热潮。然而由于国家在这方面没有相应的法律规范开发者的行为,同时资本的逐利性使投资者过分注重眼前利益,而忽略对资源的长远维护,使景区流于粗放型开发,所有者却无从监管,从而使民营企业投资开发旅游景区遭到质疑,更使风景名胜区出让经营权问题成为争论的焦点。 Being one of the earliset Chinese industries opened to the outside world,tourism,as is easier to enter and more opened,has become one of the first fields private enterprises set foot in.With the fast development of the tourist industry in recent years,private enterprises have proceeded to direct their attention to landscapes and scenic spots requiring greater specified amount of investment and promising higher rate of profit,and thereby giving rise to an upsurge for private capitals to compete to develop the tourist resoutces at such places.However,owing to the lack of corresponding laws to standardize the actions of developers,and the interest-seeking nature of capital makes investors give too much attention to immediate interests while neglecting long-term maintenance of the resources',scenic spots are being developed extensdively unsupervised by their owners.Hence,investment in development of tourist scenic spots by private enterprises is being questioned and selling of management right of scenic spots has become the focus of disputes.
