New Thoughts of Policy Classification and Policy Support for Devekopment Of the Western Part of China

传统政策分类存在的五个方面的缺陷以及对经济生活的不利影响。以新视觉从十个方面归纳和分析了经济政策的分类问题,提出制度性政策、目标性政策的概念,将与工具性政策区分;提出了局观区域政策和中观区域政策的概念,将与宏观区域政策区分;提出从不同角度对政策的分类思路,分析了政策新分类对经济生活的意义,指出各种不同经济政策的分类供给对推进西部开发的功能和作用。

Traditional policy classification is insufficient in five respects and unfavorable to economic life. This article sums up and analyzes classification of economic policies from ten respects in a new perspective. It sets forth the concept of institutional policy and target policy, which is to be differentiated from instrumental policy; It sets forth the concept of policies for parts of a district, policies for an intermediate district, which is to be differentiated from macrocosmic policies for a whole district; It sets forth new thoughts of classifying policies from different angles. It analyzes the significance of policy classification to economic life and points out the functions and effects of different classified policy supports in the developing the western part of China.
