论我国土地利用管理制度要解决的主要问题

The Main Problems to Be Solved in China′s Land Use Management System

土地利用管理制度存在的问题日益凸显,为此2003年6月国土资源部成立土地管理法修改小组,着手修改工作。本文从转变土地利用管理模式,克服路径依赖;合理配置土地权利;健全土地法律责任制度和改革土地利用管理体制四个方面进行了论述,希望对我国土地利用管理制度建设有所裨益。

The problems in the land use management system are becoming more and more serious. To solve those problems, the National Land Source Department organized a group in June, 2003 to amend the land management law. This article discusses five aspects: abandoning the traditional land use management mode and adopting a new one, reasonably layouting land rights, improving the legal responsibility system of land, and reforming the land use management mode.
