摘要
文章试图在厘清有关基本概念以及规范相关专业术语的基础上,对公共部门危机管理机制做一番理论上的探讨,粗略勾画出公共部门危机管理机制的宏观架构与战略设计。并结合SARS事件,探讨其实践意义。
On the basis of clarifying the relevant conception and unifying the relevant terms, this article tries to discuss the operational system of crisis management of public sector, to outline the macroscopical framework and strategic design of the operational system of crisis management of public sector. Combined with SARS event, this article also discusses its practical meanings.
