Rule by law, Rule of Virtue and Market Economy

治国单纯依靠法治是不够的,法治的发展过程充分说明了道德与法的内在联系,德治与法治作为治国手段是并立互 补的。德治的实现一是要与个人的道德素质提升相结合,二是要与社会制度的合伦理性建设相结合。在建立和完善社会主义市 场经济体制的过程中,制度、规范的建立固然重要,但是,使制度、规范建立在相应的道德伦理基础上更重要。

It is not enough to administer a country by means of law. The development of rule by law shows the inner relationship between law and morality. As a means of administering a country, rule by law and rule of virtue are complementary. While the realization of rule of virtue is closely related to the improvement of personal moral quality, it should be integrated with moral principles of social system. During the establishment and improvement of socialist market economy,the development of regulations and norms is as important as that of moral principles.
