Rule of law is the integration of law-making, law executing, justice and law-abiding, either in historical point of view or in logical point of view. The premise of rule of law is honest law. Only the law that is in keeping with the basic morality of the time is honest law; the making of honest law requires democracy and reasonable law idea of law maker; honest law of China is the integration of the spirit of the times and good tradition of the Chinese nation.
