加入WTO及融入世界经济一体化对我国政府的影响是全面、深刻而又深远的。它不仅给我国的行政体制带来挑战,还引起了现代行政文化与我国行政文化之间的碰撞。通观国际通行规则,我国现行行政文化既有顺乎潮流的主流趋向,也存在形形色色的不和谐音符。因此,如何推动我国行政文化的嬗变,实现行政文化的现代转换,是当前我国政府必须面对和着手解决的重要课题。

Our access into WTO and world economic integration has a comprehensive and far-reaching influence on our government. The access not only challenges our administrative system, but also incurs the cultural clash between modern and present administration. According to the international regulations, our present administrative culture has a main tendency to follow the trend. Simultaneously, there exist various problems. Therefore, how to impulse the change of our administrative culture and to realize its modern transfer are our key subjects, which our government must confront and go about.
