高校党委的督查工作是一个系统工程 ,是多层次 ,全方位的 ,涉及到学校工作的方方面面。高校必须改变目前党委办公室独撑督查工作、督查工作附属于党委办公室 ,成为秘书工作填补的局面。高校应建立一种新型的督查体制和运行机制 ,设立独立机构 ,配备专门人员 ,独立开展督查工作 ,进一步加强组织协调 ,依靠各职能部门开展合力督查 ,形成上下配合、左右协调的高效率的督查格局。
