完善村民自治制度是社会主义政治文明建设的内在要求。当前我国村民自治中出现的新情况新问题,主要原因是制度不完善,村民对政治文明的价值取向、目标要求等不明确,落实不到位。因此,必须从制度创新入手,不断完善、落实村民自治制度的各项措施和办法,才能在农村推进社会主义政治文明建设,为实现全面小康目标筑牢基础工程。

To accomplish the system of villagers autonomy is the inherent requirement of constructing socialist political civilization.Chief among the causes of current problems raised in villagers autonomy in our country are incomplete system,indefinite aims,inexplicable values and impolitic implementation.Therefore,we are to raise institutional innovation to perfect and practice autonomous system,strategy and tactics for the accomplishment of political civilization in rural area,thereby consolidate the basic component of welltodo blueprint of commonwealth.
