关于我国“双溢出”现象的初步探讨

我国的“双溢出”现象日益严重,这是由诸多因素造成的:我国存在大量资本外逃的现象;我国储蓄漏损严重;存在着被动型资本外流现象;引资主体的引资行为错位。因此,我们应采取相关政策,从制度上入手避免资本外逃,疏通由国内储蓄向投资转化的传导机制,避免引资错位行为。我们应注意改变投资策略,增加引进外资、吸收先进技术的能力,以更好地利用外资,带动经济发展。

Double' overflowing in our country is serious day by day. This arises from a lot of reasons, there is a large amount of losses of capital every year in our country. The mechanism that savings account transforms to investment is hindered. There is a large amount of capital outflows passively. Some firms and local governments import foreign capital blindly for some certain purpose . We should take some relevant measures, proceed with the system to prevent the losses of capital, make the mechanism which deposit money is transformed to investment unblocked, avoid the behavior of quoting the foreign capitals blindly. We should pay attention to chang the investment tactics, increase the ability to import foreign capital and the ability to absorb advanced technology in order to utilize the foreign capitals to drive our economic development.
