数字化技术和网络传播技术的发展 ,引发了传统版权制度的革命。法律应适应技术的发展 ,对版权内容进行创新。一方面 ,承认网上作品的版权存在 ,另一方面 ,赋予作者网上作品的信息网络传播权等新的权利内容。同时 ,应对网络环境下的版权进行必要的限制 。

With the development of the technology of digital and network communication, there is a revolution in traditional copyright system. Adapting to it, we should make a reform in copyright. on the one hand, we should take it for granted that there is a copyright in network, on the other hand, we should entitle the writer new copyright such as right of network spread. Meanwhile, in order to balance the interests between the writer and society, it is necessary to limit copyright under network conditions.
