Local Governments' Competition and Reconstruction of Market Order

本文通过一些指标来测度地方政府的竞争行为策略 ,并用经济增长来测度竞争的后果 ,作者利用综列数据 (paneldata)分析 ,讨论了一般要素、市场化进程、地方政府创新能力及竞争行为指标对人均GDP的影响 ,结果初步显示竞争策略对经济增长的正向作用 ,其中最重要的还是资本、区际贸易环境和制度环境三个。这些指标大多数和市场秩序有关 ,这意味着市场秩序对当地经济增长的作用明显。因此 ,要获得可持续的增长路径 ,必须通过信息化。

We measure competition strategy of local governments and their result with some indicators such as economic growth. Panel data analysis is employed to discuss the effects of general factors, marketization process, innovation capacity of local governments and competitive activities on GDP per capita. The result suggests that competition strategies, particularly those of capital, regional trade environments and institutions, play a positive role in economic growth. That implies the necessity to reconstruct market order by means of information industry and institution for a sustainable path to growth.
