Web-based learning has been widely accepted and applied with the development of new technology which makes it possible to learn anytime and anywhere. At the same time, learning quality and efficiency are treasured by learners. This paper analyzes the concepts of knowledge and knowledge management, and describes a plan of a web-based personalized learning system supported by knowledge management. This paper focuses on introducing the systems framework, operation process and personalized services.
