“托管制”促进医院人事和分配制度改革

摘要 无锡市第五人民医院是市卫生系统第二批托管制试点单位。于2002年正式实施“托管制”改革,在全面进行“托管制”各项配套改革的前提下,医院重点在人事制度和分配制度改革方面寻求突破。通过两年扎实、有效的改革工作,医院各方面工作均取得令人满意的成绩。本文从建立平等竞争、择优上岗的用人机制,营造优秀人才脱颖而出的内部环境;建立绩效优先,兼顾公平的分配机制,激发“三高”人员争先创优的工作热情;建立层级分明、职责明晰的管理机制,保障“托管制”改革各项配套措施落到实处等方面介绍了该院的具体做法及由此取得的成效。 No. 5 People's Hospital, Wuxi City is one of the second round units where the Health Bureau of Wuxi City conducted thetrusteeship. Since 2002 when the matching reform of trusteeship was conducted all-round, among other things, the hospital has attempted to makebreakthrough in the reform of personnel and division systems. After 2-year solid and effective work for reform, many achievements have beenobtained in the hospital. The article introduces the specific methods and achievements of the hospital in the following areas: developing personnelmechanism for equal competition and selecting the good to be positioned, to create an internal environment to allow the talents be fully developed;setting up division mechanism that the performance goes first meanwhile the fair division is taken account of to encourage the '3-high' personsto create excellent services; building clearly-graded and duty-distinct managerial mechanism to guarantee the matching trusteeship reformmethods be fully conducted etc.
