在建立和完善农村社会保障体系过程中 ,政府应发挥主导作用 :确立农村社保建设的基本原则 ,构建中国特色的农村社保体系 ;发挥强有力的组织和引导作用 ;为农村社保体系的构建提供完善的法律保障 ;加强管理和监督 ,推进农村社保体系的制度化和规范化建设。

The Government should play a leading role in establishing and improving rural social security system. Firstly,the Government should define the basis principle for the construction of rural social security and set up the rural social security system of Chinese characteristics;secondly,the Government should play an important role in organizing and guiding;thirdly,the Government should provide perfect legal guarantee for the construction of rural social security system;fourthly,the Government should strengthen management and supervision in order to help systemize and regularize rural social security system.
