党的十六大明确提出“确立劳动、资本、技术和管理等生产要素按贡献参与分配的原则”。这个提法一方面为在中国社会主义市场经济条件下 ,建立现代分配制度指明了方向 ;另一方面又在正确认识按劳分配问题上打开了一个很大的缺口 ,因而具有重要的理论意义和实践意义。

The 16 th Congress of CCPCC put forward that 'establishing the productive key elements like labor,capital,technology,management and others should in accordance with the principle of contribution participating into distribution'. Such parlance clearly shows the directon for building up the modern distribution system;on the other hand,it makes a large breach for correctly understanding the issue of to each according to his work.
