This paper analyzes how to manage state-owned assets in water conservancy by using capital operation.First,the paper explains the meaning of capital operation.Then the paper analyzes the feasibility of using capital operation in water conservancy and shows some problems in our country.Finally,according to the character of water conservancy in our country,the paper forms the 3-level structure of capital operation in water conservancy.
