摘要
科技补贴是政府应对市场对产业R&D投入不足的有效措施。通过对美国政府科技补贴政策的历史回顾分析了美国科技补贴政策与WTO《补贴与反补贴措施协议》的适应性与冲突性,提出了对我国制定科技补贴政策的几点启示。
Science subsidy is an effective measure to cope with the lack of market investing in industrial R&D.The disquisition looks back the American science subsidy policy,analyses the adaptability and conflict be-tween American science subsidy and the WTO agreement on Subsidies and Countervailing Measures,brings forward some revelations to Chinese science subsidy policy.
