As a newly-developed trade protecting instrument, green trade barrier brings new challenge to WTO Basic Principles in that it violates the principle of non-discrimination, transparency, elimination of quantitative restrictions, fair trade, tariff concession and special and differential treatment to developing country members. In order to meet this challenge, it is essential to clarify, amend and perfect the related clauses of WTO, and harmonize the conflicts of substantial rules between WTO and MEAs.
