摘要
通过对存在国有企业的必然性 ,国有企业的特殊使命和与非国有企业的区别等几个问题的理论探索 ,提出只有积极推进战略性改组才是突破口 ,战略性改组要“有进有退” ,“进退有序”。
By analyzing some questions such as the necessity of keeping the state-owned enterprises, the special mission of the state-owned enterprises and the difference between the state-owned enterprises and the non state-owned enterprises, we draw an conclusion that it is a key stage to implement strategical reform actively .At the same time, we must know advance and retreat are in order.
