摘要 随着人口老龄化状况的加剧和疾病谱的改变,慢性非传染性疾病的地位越来越凸现重要,随之而导致的公共卫生问题除了在疾病治疗上所带来的高额费用之外,还造成了人群,尤其是老年人群的失能,带来沉重的社会负担."失能(Disability)"作为一个重要的公共卫生问题,近几年引起了广泛关注,在1999年全球疾病负担(Global burden of disease,GBD)研究、以及2000～2002年度WHO进行的世界范围健康调查中,都以失能状况为重点,尝试描述和测量了大人群的综合健康状态.
