深化社会经济转型时期的管制体制改革首先是我国经济发展的必然要求,科学界定政府管制,政企分开是关键。提高管制效率必须实现管制主体的专业化和社会化,健全和完善政府管制的委托-代理关系,合理划分管制职权,完善政府管制的法律环境和监督体系,有所为有所不为,改革管制手段,明确管制目标。政府管制改革应该在政府究竟怎样管制上下功夫。

To deepen the reform of government control in the period of our social and economic transition is a necessary requirement of our economic development. In order to define the reform of government control scientifically, the most important element is to separate the government from enterprises. To improve the efficiency of control, the specialization and socialization of the subject should be realized, and the agency relation carried out through agreement should be perfected as well. We should separate functions and powers reasonably, and improve the legal environment and the supervising system. Also we should carry out our duties and avoid illegal behaviours. We should reform the control measures, and make clear the control aim. To carry out government control, we should concentrate our efforts on how to control.
