摘要
教育作为公共物品,其发展客观上离不开财政的支持。我国目前应逐步提高基础教育支出在整个教育支出中的比重,并在高等教育和职业教育领域适度引入市场机制。在不同级次的政府教育经费的安排方面,中央财政应承担起高等教育支出责任,而地方政府则应主要承担基础教育的支出责任。应通过有限的教育资源的整合,合理配置现有的教育资源,以提高教育资源的使用效益。
Educational development needs fiscal support objectively. We must increase expenditure in primary education, bring market mechanism into advanced education and occupational education. On educational expenditure, central government assumes responsibility in advanced education expenditure, while local government assumes responsibility in fundamental education expenditure. We must utilize educational resources rationally, and improve benefits of educational resources.
