摘要
公共政策是政府对社会资源实行权威性分配的手段。公共政策中的利益主体大致可以分为政策制订者、政策实施者和政策对象,公共政策在三类利益主体的博弈中制定、执行和评估。在这一博弈过程中,引出了制定公共政策的博弈原则。
Public policy is a means of authoritative distribution of social resources by government. The interest subjects in public policy can be classified as policy-makers, policy-implementers and policy targets, while public policy is made, implemented, and assessed in the game of these three interest subjects. In this process of game, the game principle of public policy making is introduced.
