近年来 ,日益增多的社会突发事件对社会公共安全造成了严重危害 ,而传统的社会管理机制在应对此类事件中已是力不从心。建立在公民知情权基础上的政府信息公开制度是现代社会的产物。它通过保障公民的知情权、实行信息自由来减少突发事件对社会的冲击 ,因此在维护社会公共安全方面有着无可比拟的重要作用。在我国 ,由于信息公开制度还处在起步阶段 。

Through protecting the right to know and implementing in formation freedom, it can relieve the impact of unexpected affairs on society. S o it has incomparable importancein maintainingsocial public safe ty. Because the government information openness system is still in primitive ste p in our country, so it urgentlyneeds to be perfected in law and system aspects.
