At present,the police organs all over the country are discussing the question of “what do the police do while carring on the spirit of the 16th Party Congress?' and developing the education of“to build the police for the public and enforce the law for the people'.This paper proposes the problem of police′s law-abidingness,which is important but has been neglected for a long time.This paper expounds from three aspects:the real background,the theoretical meaning and the concret operation.
