关于社区警务的几点认识

Several Points on Community Police Service

我国的社区警务是社会结构深刻变动引起社会管理体制、社会整合机制重大变革的产物 ,与社区的根本利益相一致 ,是社区建设的组成部分 ;整合社区社会资源 ,是落实社会治安综合治理方针的新形式。确保社会的警务实施的关键 ,一是要深化公安机关的体制改革 ,二是要转变公安工作的运行机制 ,三是要提高社区民警的综合素质。

Chinese community police service is derived from grand reform in social management system and social restoration system resulting from deep change of social structure. It is in conformity with the cardinal interest of community, which is one aspect of community construction. Restoration of social resources is a new form of carrying out the principle of bringing social security under control in a comprehensive way. Three key points exist in ensuring application of police service: strengthening reforming the mechanism of public security organization; transforming the operation mechanism of police work; improving the comprehensive abilities of community police officers.
