疏忽过失的心理本质在于行为人能够预见而不去预见 ,没有预见不过是能够预见而不去预见的客观反映。轻信过失中“轻信避免”的心理本质在于行为人不但不希望、不追求危害结果的发生 ,而且能够确信这一结果不会发生。只是这一“确信”是建立在不科学、不合理、不可靠的“轻信”

The psychological characteristic of neglect defect lies on the fact that one can foresee but will not. Not foreseeing is the objective reflection of not willing to do it. The actors not only hope the harmful result will not appear but also believe the result will not appear. This is the psychological characteristic of credulity avoidance. But the basic of this 'believing' is not scientific, reasonable and trusty.
