在革命战争年代 ,中国共产党主要采取依靠政策的领导方式 ;建国以来 ,中国共产党的领导方式和执政方式经历了从主要依靠政策到既依靠政策又依靠法律、再到主要依靠法律的转变。实行依法治国、依法执政 ,是中国共产党应对历史方位变化 ,创新自身的领导方式和执政方式的必然选择。

In the course of revolutionary war, CPC mainly took the leading mode by policy. Since the foundation of the PRC, CPC's leading mode and governing mode went through the transition from mainly depending on the policy to depending on both the policy and the law, then to mainly depending on the law.
