国有企业改革经过20多年的努力,取得了明显进展和成效:从职能、体制和运作方式上基本实现政企分开;推行公司制,初步建立了法人治理结构;新的国有资产管理体系框架已现雏形;国有经济布局得到改善;各项配套改革向前推进,国有企业负担有所减轻;经济效益有所提高。今后国有经济在整个国民经济中的比重将有所下降,但是它的资产和产出总量将逐步增大,并继续发挥主导作用;新的国有资产管理和监督体制将通过不断探索而建立和完善;国有企业的组织形态和运作方式趋于多样化,大批国有独资企业将被改造成为股份制企业;解决下岗职工安置和再就业问题将是一项长期而艰巨的任务。

Since 1978 China have made major progress and gained good results in the reform of state-owned enterprises.The separation of enterprises from government in function,system and operation have been basically attained.The corporate system and corporate governance have been initially established.A new system of state assets management has began to take shape.The layout of the state-owned sector of the economy has shown some improvement.The burden on state-owned enterprises is reduced and economic benefit is raised.In future,the proportion of the state-owned sector of the economy in the national economy will decline,but its total assets and products will increase.The new system of state assets management will be improved.The form and operation of state-owned enterprises will be diversified.It is a long-term and arduous task to arrange the people unemployed.
